He was born circa 1776. His father was Juan Jose de la Garza Falcon, and his mother was Candida Francisca Guerra. His father owned land in Porción 81, Camargo. In 1782, he lived in Mier in household number 34. The church census recorded that he was a youth, español, and 6 years old. His household included 9 people. In 1791, he lived in Mier in household number 29. The church census recorded that he was a child, español, and 15 years old. His household included 10 people.
He married Maria Ursula Ramirez, daughter of Jose Matias Ramirez Peña and Maria Juliana Gonzalez on 26 May 1800. He was 24 years old, and the bride was 22 years old. Her father owned land in Palo Blanco grant, Brooks County.
In 1832, he was granted San Francisco by the State of Tamaulipas. Originally petitioned for the grant under Spain, title perfected under the state of Tamaulipas.
