He was born circa 1878. His father was Sixto Garcia, and his mother was Dolores Ramirez. Lived in Baton Rouge, LA for 18 years. Had a bachelor of law degree. Owned a store in Hebbronville and owned the Garcia Telephone and Telegraph Company. Organized the Merchants State Bank and Trust Company of Laredo.
