He was born circa 1747. His father was Juan Bautista Garcia, and his mother was Maria Rodriguez. His father owned Porción 21, Camargo. In 1750, he lived in Camargo. The census recorded that he was the son of a settler, español, and 3 years old. His household had 6 people, and they received government aid to move to the colony.
He married Rosalia de la Garza, daughter of Antonio de la Garza and Maria Salome Sepulveda.
