He was born 8 Feb 1756 in San Antonio. His father was Domingo Perez, and his mother was Maria Concepcion de Carvajal. He died on 7 Oct 1823 in Purisima Concepcion Chapel. He was 67 years old. an officer in the Spanish Army, father-in-law to Gov Antonio Cordero, and ad interim governor from 1815-1817. In 1804 bought the Commandencia of the Presidio (Spanish Governor's Palace) from Joseph Menchaca for the sum of 800 pesos. In 1813, as a Spanish Cavalry captain he participated in the Battle of the Medina river under the leadership of Gen Joaquin de Arredondo. He was one of the soldiers, who, along with Elizondo, pursued the escaping Republicans to Nacodoches. In 1819 Perez was responsible for the scattering of Dr James Long's forces at Nacodoches. Perez was acting governor of the Texas province from c. 1815 - 1817.
He married Clemencia Hernandez, daughter of Jose Placido Hernandez and Rosalia Montes de Oca in 1781. He was 25 years old.
