He was born circa 1736. His father was Baltazar Vela, and his mother was Maria Martinez. His mother owned land in Porción 83, Camargo. In 1750, he lived in Camargo. The census recorded that he was the son of a settler, español, and 14 years old. His household had 9 people, and they received government aid to move to the colony.
He married Maria Loreta Guajardo.
In 1767, as an antiguo poblador, he was granted Camargo 84 by the King of Spain. He was the son of Maria Marcela Martinez, original grantee of porcion 83.
